The vastness of the field to be covered makes it impossible to offer a comprehensive analysis of the ICRC's practice in a brief presentation such as this. Several reports presented at this Symposium have examined the various ways in which the United Nations is called upon to contribute to implement and ensure compliance with international humanitarian law by States and other actors on the international scene. My task is to put some of those findings into a specific perspective. I have been asked to analyse the perception which the International Committee of the Red Cross (ICRC) has of the United Nations'involvement in promoting international humanitarian law. What is the ICRC's reaction to the United Nations'involvement in questions of humanitarian law? Answering this question is a rather delicate task because, as a non-governmental, apolitical and neutral body, the ICRC is not expected to publicly express its views on United Nations'activities. If I nevertheless venture to go into the matter, the views I express are entire ly personal and should not be attributed to the ICRC.
